The Upper East Region has recorded tremendous improvement in healthcare delivery and services in 2011 compared to previous years.

This came to light during a Regional Health Sector performance review meeting to take stock of the various areas within the health sector. It had the theme “Repositioning CHPS and community-based health intervention to achieve the Millennium Development Goals (MDGs) four, five and six”.

The review meeting, which is held annually, took stock of the Region’s health sector performances, successes and challenges in meeting health targets in 2011.

Dr Koku Awoonor-Williams, Upper East Regional Director of Health Services in an address noted that the region had adopted the Community-based health delivery and management as the most cost effective and surest way to achieving the desired health goals of the MDGs.

He indicated that the average per capita outpatient visit of 1.42 for the past 3 years had been above the national and regional targets, adding that, Community Health Officers’ (CHOs) contribution to OPD cases increased from five percent in 2009 to 13 percent in 2011.

He said out of a targeted 207 CHPS zones in the region, the number of functional CHPS zones increased from 87 in 2008, 91 in 2009, 96 in 2010 and 120 percent respectively in 2011.

This he noted, was evidence that quality health care was increasingly accessible at community and household levels to over 80 percent of communities.

Mr Awoonor-Williams further noted that, supervised deliveries hit the 67.5 percent mark in 2011 increasing from 52.6 percent in 2009 with a corresponding downward trend in institutional maternal mortality ratio by 140 per 100,000 live births to 153 per 100,000 live births in 2009 and said 89.8 percent of regional population were benefiting from the National Health Insurance Scheme (NHIS) coverage.

Touching on disease control, he said case management of malaria improved consistently in under fives malaria case fatality from 1.7 in 2009 to 1.0 in 2011 and the proportion of malaria cases to total OPD cases dropping from 56.6 to 47.7 percent respectively.

He said no Guinea Worm case had been recorded since 2007, adding that, the cure rate of Tuberculosis increased from 77.4 percent in 2008 to 89.4 percent in 2011.

He however expressed dismay about the prevalence of HIV cases in the region and called for collaborative efforts to accelerate the reduction of the virus.

“For the past three years, reports show an upward trend only in the Upper East Region among all the regions in Ghana, with current prevalence rate of 2.4 as against 1.5 percent of national average” he stressed.

The Director mentioned poor sanitation resulting in communicable diseases, inadequate human resources and funding as perennial challenges in the health sector of the region.

Mr mark Woyongo, Upper East Regional Minister commended the Ghana Health Service and its development partners for their efforts in improving health care delivery in the region.

He said the CHPS concept had led to the formation of a national policy on the CHPS, adding that the concept operates consistently by targeting households at the community level with various innovative and cost effective community based health interventions.

He expressed appreciation for local government agencies, chiefs and opinion leaders for collaborating with the sector to set up viable community structures and groups to make quality health service accessible to deprived households and communities.

The Regional Minster however urged them to grant women and children timely access to the services of trained health providers in communities by taking full advantage of the NHIS.

Mr Woyongo assured the GHS of government’s support to the Health Infrastructural improvement initiatives in the region and said the Garu-Tempane district hospital and five other polyclinics would be constructed.

What troubling news that the Federal Aviation Administration Center for Management and Executive Leadership is being wooed by Kansas City and several other cities.

The FAA center in Palm Coast has between 80 and 100 high-paying jobs, and it brings in about 150 people from around the nation every week to be trained. That is substantial economic impact.

The center is located within a city and county still struggling to recover from the recession. Flagler’s unemployment rate is 13.9 percent but slowly improving.

The departure of the facility obviously would not be welcome news for Flagler County. Further, it’s not clear why the FAA believes it would benefit from the move.

The lease on the center is up soon, and the FAA, for now, is only considering new cities within 25 miles of major airports. That would knock Palm Coast off the list of places being considered because the city is about an hour from the closest large airport. yet, as U.S. Rep. John Mica, R-Winter Park, told the FAA, Palm Coast is near the international airports of Jacksonville, Daytona Beach, Sanford and Orlando.

That is not good enough for the feds. The FAA is eyeing Kansas City, Milwaukee and Orlando because they are closer to more airports. Kansas City in particular is offering incentives to a building owner to fix up a property the FAA could perhaps use. It’s doubtful that Palm Coast could match Kansas City with incentives, given that Kansas City has 10 times its budget.

The economic loss from this potential move also would be troublesome for Volusia County. The FAA leases the hotel-like facility — with classrooms, lodging, a cafeteria and other amenities — from Embry-Riddle Aeronautical University. While ERAU does not handle the training there, the university receives about $1 million a year from the FAA lease.

ERAU has told city leaders it could upgrade and modernize the center. Also, having an aviation-based university as a partner should be a plus for the FAA.

The center, leased since 1987, is worth defending at its current location. Mica, the influential chairman of the U.S. House Transportation and Infrastructure Committee, seems ready to fight the move based on cost-effectiveness guidelines.

“We are going to force a very aggressive look at the costs involved and the economic impact and the expenses incurred in trying to relocate this facility,” Mica said Thursday.

Palm Coast Mayor Jon Netts has also called U.S. Sens. Marco Rubio and bill Nelson to enlist their help.

It’s perplexing that the federal government would pull up stakes from Palm Coast and Flagler County when there is so much economic distress there.

Although federal officials often talk of improving the employment situation, they sometimes do more harm than good. A few weeks ago, President Barack Obama stood on Main Street in Walt Disney World and spoke to Floridians about his efforts to stabilize the job market of the tourism-dependent Sunshine State.

But on matters related to federal jobs — job opportunities the federal government actually controls — the administration appears deaf to Florida’s concerns.

The loss of so many jobs at NASA along the Space Coast and now the potential loss of the FAA center is perplexing, given that aerospace knowledge is a strength of this region.

It’s hard to see how the nation would benefit from moving the well-established FAA center. we hope Congressman Mica and other Florida leaders will redouble their efforts to keep the facility in Palm Coast.

Jobs become scarce for teens

Rochester High School senior Grant Winning spent nine months looking for a part-time job before being hired as a cashier at County Market, 2777 S. Sixth St., in August.

“At first, maybe I didn’t put my whole heart into it,” said Winning, who had earned pocket change the past two summers by umpiring for the Rochester Youth Athletic Association’s baseball program.

“but by the spring I was really trying and just didn’t have much luck. I applied at the golf courses, movie theaters, Scheels. I filled out lots of applications, went on several interviews. County Market was the first to offer me a job.”

Winning’s struggle to find work is mirrored by teens throughout Illinois.

Northeastern University’s Center for Labor Market Studies reported last week that only 27.5 percent of teens in Illinois had jobs last year. That is slightly better than the nationwide figure, 26.4 percent, but it was still Illinois’ lowest figure in the 42 years data was available. For comparison, nearly half of all Illinois teens were working in 1999-2000.

Minority numbers worse

A geographical breakout shows the employment figure climbed to 35 percent for 16- to 19-year-olds in Chicago suburbs and downstate communities, but only 16 percent of teens were employed in Chicago.

Employment figures were bleakest for African-American teens. among black youths whose families had incomes under $40,000 in 2010, only 10 percent were employed.

Teens from higher-income and white families were more likely to be employed. among white teens from families making $60,000 to $80,000 a year, 37.7 percent had jobs.

Angela Harris works with the Springfield Urban League’s YouthBuild program, which helps 18- to 25-year-olds improve their interview and job skills.

“The employment ratio for youth is very scarce. there was some seasonal (work) available during the holidays,” Harris said. “there was an opportunity there for a few. but that’s dried up.

“We’re currently seeking placements for a dozen clients. It’s very difficult.”

Harris chuckles when she recalls one new recruit’s view of the job market.

“she said, ‘Ms. Harris, don’t you have a book?’ No sweetheart, I don’t have a book of job vacancies,” she said. “I’m out pounding the pavement, asking HR folks to give these kids a chance.”

Mikal Sutton, director of workforce and medical development for the Greater Springfield Chamber of Commerce, said the tight labor market is making job hunts challenging for all prospective workers.

“It just makes sense teen employment is down, because there is huge competition for the jobs available out there,” she said.

Not all are looking

University of Illinois Springfield administrator Dyanne Ferk cautioned against assuming that unemployment numbers mirror employment figures.

“A 25 percent employment rate doesn’t mean 75 percent are unemployed and looking for work,” said Ferk, associate dean of the College of Business and Management at UIS.

“You are not going to get from this report how many teens are looking and can’t find a job. I’m sure there are some. I’m also sure there are teens too busy with speech and sports and part of the underground economy getting paid cash baby-sitting.”

despite his long search, Winning said most of his high school friends who want part-time jobs are working.

“Some in sports aren’t working, but most have some kind of job,” he said.

in Lincoln Friday, David Carter, dressed as the Statue of Liberty, smiled and waved his “get $50 now, Liberty Tax” sign at passing traffic.

“You have to be very, very enthusiastic all the time. Big smile. Eyebrows up. Constantly moving,” said Carter, 18, while continuing to walk the six-yard strip in front of Liberty Tax Service, 1301 Woodlawn Road. “I count honks to help pass the time. My best is 143 honks, but that was over a five-hour shift. The smile gets a little forced toward the end.”

Carter’s not complaining.

This will be the first paycheck he has collected since last fall, when he photographed livestock at the Logan County fair for publication in the local newspaper, The Lincoln Courier.

“Jobs are scarce right now,” Carter said. “This will probably be busy through tax season. but I’m already preparing for after that. I’ve got an application at the new Subway getting ready to open and just about everywhere else in town.”

Adult competition

Tom Moore, store director for the County Market on Sixth Street, said teens always have been a key source for filling entry-level jobs.

“we employ the same number of teens as we always have,” said Moore, who estimated eight teens are on staff in entry-level positions such as baggers, cashiers and stockers. “we have some adults apply for those positions, too. of course, we always have. If you’re just getting started in this industry, that’s where you’re going to start.”

Older workers also are competing with teens for jobs in fast food — positions traditionally seen as a teen rite of passage.

Jennifer Granados, who manages the Subway at 317 N. Main St. in Chatham, said no teenagers work at her sandwich store, and there are very few throughout the franchise.

“I think people are looking for more experienced workers,” she said.

Granados said that occurs in part because more adults are looking for work. but it’s also because store policy — which does not allow employees younger than 18 to drive delivery orders or be left in the store without an adult staff member — makes scheduling easier with an older work force.

Jovana Bentz is the store manager at the Wendy’s that opened in May at 2901 Lindbergh Blvd. Teenagers make up one-third of the 38-member staff, he said.

“The breakout was pretty much what we expected,” said Bentz, who was involved with interviewing applicants before the store opening.

Diploma is key

Ferk said the possible reasons for lower teen employment vary among the four categories into which the Northeastern study divided the teen work pool.

The categories and employment number breakouts were:

* High school students — 15.9 percent in Illinois, 16 percent nationwide;

* High school dropouts — 28.8 percent in Illinois, 29.3 percent nationwide;

* College students — 37.5 percent in Illinois, 35.5 percent nationwide; and

* High school graduates not currently pursuing further education — 61.4 percent in Illinois, 53.9 percent nationwide.

many high school and college students aren’t working because they need to focus on studies and extracurricular activities, or because they can’t find jobs with hours that mesh with  school demands.

She’s most concerned about the 28.8 percent employment among high school dropouts.

“Presumably, these folks are eligible for work and aren’t,” Ferk said.

Harris said that’s why the YouthBuild program emphasizes education to its clients.

“What our youth have to realize is there is a skill-set requirement to get a job,” she said. “And at the top of that list is a GED or high school diploma. It’s a basic. You have to have that.”

It’s even harder when you haven’t prepared for the task, said Dyanne Ferk, associate dean of the College of Business and Management at the University of Illinois Springfield.

“The approach a lot of young people take is, ‘Here I am. Hire me,’” Ferk said. “they don’t know how to sell themselves.”

she offered these tips to put your best foot forward:

* Never leave the “experience” line blank on a resume or job application. It might be a first job, but that doesn’t mean you can’t show valuable work skills in unpaid settings. be sure to list volunteer work, extracurricular activities, church responsibilities.

Seek such experiences out if you don’t already have them, Ferk said.

“Put yourself in a situation that can show your skills. Employers are looking for workers who are dependable, learn quickly, are team players,” she said. “When you take the initiative to learn a skill, even if it’s not job related, it shows initiative.”

“Finding a job is a process, not a one-time event,” Ferk said.

Report: Binge drinking, most common among young, is more intense for seniors

PHOENIX — Binge drinking is most common among young people, but a government report on the problem also places a red flag next to senior citizens.

It turns out that those 65 and older who engage in binge drinking do so more frequently than any other age group, according to the Centers for Disease Control and Prevention.

Dafna Kanny, senior scientist with the agency’s Alcohol Program, called the results surprising.

“We didn’t think we had a problem with the elderly, because prevalence was down in that age group,” she said.

The study, released last month, defined binge drinking as a woman consuming four or more drinks and a man consuming five or more drinks within a “short period of time.” Based on data in the 2010 Behavioral Risk Factor Surveillance system, it found that the average binge drinker consumes excessive amounts of alcohol four times per month. Those 65 and older who binge drink were found to do so an average of five to six times per month.

The true number of times senior citizen binge drinkers consume excessive amounts of alcohol could be even higher than that statistic, according to Kanny, because people metabolize alcohol less effectively with age. that means it takes fewer drinks for the elderly to get drunk.

Lisa Shumaker, office chief for prevention in the Arizona Department of Health Services’ Department of Behavioral Health, said doctors need to be trained to recognize that certain injuries in the elderly, such as falls, may be alcohol-related and to follow up appropriately.

“We have had doctors who are concerned with behavioral health patients who present symptoms, but they don’t have the resources to diagnose what the condition might be,” Shumaker said.

Dr. Dan Blazer, professor of psychiatry at Duke University and the lead researcher of a 2009 study on binge drinking among the middle-aged and elderly, said doctors need to learn to ask the right questions in order to properly diagnose patients.

“It’s amazing how honest people will be when you’re not being judgmental in your asking,” Blazer said. “With something like binge drinking, which often occurs among people who do not drink every day, just a stern warning from a health care provider about the risks can make a big difference.” He also linked binge drinking among the elderly to underlying problems, such as an individual moving into a retirement community and being eager to make friends.

“What immediately comes to mind is loneliness,” Blazer said. “People who are shy and not adept at social situations almost feel like they have to fortify themselves to go out and meet people, and will use alcohol to do so.” Kanny said she believes that binge drinking among the elderly, in general, is a function of having more free time and money at their disposal.

Community-level policies can make a big difference in public opinion, she said, just as previous campaigns against smoking cigarettes and driving without seat belts have done.

“Increasing the price of alcohol so it is not as inexpensive, making those who serve alcohol responsible for harm to those who are already intoxicated or underage, reducing the number of days alcohol is sold, these are community-level policies that could be implemented,” Kanny said.

In the end, Kanny said she hopes the study raises awareness that binge drinking and its associated dangers aren’t solely a young adult problem.

“Binge drinking in general is not recognized as a public health problem,” she said. “This is a phenomenon across the lifespan.”

Marble Cake

Ingredients:

150 grams all Purpose Flour
150 grams Unsalted Butter, room temperature
100 grams Castor Sugar
3 large Eggs
1 Egg Yolk
100 ml Plain Milk
1 teaspoon Vanilla Extract
2 teaspoons Chocolate Powder
2 teaspoons Baking Powder

Directions:

1. Preheat oven to 180 degree Celsius. Grease and flour baking pan size 22 x 10 x 8 cm, set aside.
2. Mix and sift all purpose flour and baking powder into large bowl, set aside.
3. In the bowl of your electric mixer, beat butter until smooth and creamy, gradually add castor sugar, and continue to beat it until mixture is soft, light and fluffy.
4. Add eggs, one at a time, beating on low speed, add plain milk and vanilla extract, continue to beat it until all combined after each addition and scrapping down the sides of the bowl as needed.
5. Turn off mixer. Place the mixture of sifted all purpose flour and baking powder gradually, stir it until all combined well.
6. Divide batter into two portions. Add half of the batter with chocolate powder, mix it well.
7. Pour the white batter and chocolate batter alternately. Using knife or fork, gently draw swirls through the batter to give marble effect. do not over mix or you will not have a nice marble effect.
8. Bake in oven to 180 degrees Celsius for 45 minutes until it is done.
9. Test it with toothpick, insert toothpick to the cake, if it comes out clean, it means your cake is done.
10. Remove from the oven and turn out the cake from the pan, let it cool.
11. Slice the cake, serve.
